The Associate Vice President for Compliance and Privacy (AVPCP) must possess a combination of skills and abilities to successfully manage a complex set of responsibilities in a high profile, academic health sciences organization, including:

  • A bachelors degree in business, public administration, policy administration, health administration or closely related field is required.An advanced degree is preferred.

  • Minimum of 10 years corporate compliance experience in healthcare, preferably in an academic health sciences setting with a demonstrated understanding of all elements of corporate compliance in relationship to practice plan management and healthcare delivery, including strategy, business planning, operations and finance.

  • CHC, CHC-F, CHRC and/or CCEP preferred.

  • Expertise in all aspects of assigned functions, including development and management of corporate compliance plans, reporting systems and controls.

  • Knowledge of federal and state health services regulations, including Medicare and Medicaid, third party payers, HIPAA and state privacy rules, EMTALA and regulations and other external agencies and businesses.

  • Knowledge of the issues and challenges facing the clinical, education, and research components of an academic medical system with a full understanding of, and ability to adopt corporate compliance efforts to effectively respond to changes in healthcare and research practices, legal/regulatory changes and technological trends.

  • Foster and promote compliance in a collaborative and supportive manner that enhances the mission and productivity of an academic medical center.

  • Accomplish results and effectively integrate functions across units with business plans amid competing priorities in a complex multi-mission organization.

  • Effectively communicate and educate in a way that builds and maintains a climate of trust and inspires commitment from others to achieve organization goals. Ability to work effectively with a wide range of faculty, management and staff, as well as representatives of regulatory agencies and businesses.

  • Demonstrate ongoing commitment to values of diversity and an institutional culture of inclusiveness, including in the areas of recruitment, selection and development of staff.

  • Have excellent written and verbal communication skills, including ability to communicate complex compliance concepts in a clear, concise, and practical manner to many audiences including senior leadership, board members and external audiences.

Principal Accountabilities and Responsibilities


Serving as the institutional chief compliance officer, the Associate Vice President for Compliance and Privacy (AVPCP) will provide overall direction of the UTSW compliance program in support of the mission and strategic goals of UTSW. This position will report directly to Daniel K. Podolsky, M.D., President, UTSW. This is an exciting opportunity to join one of the nations leading academic medical centers and work closely with senior leadership in realizing its overall goals and objectives centered on innovative healthcare delivery.

This executive position is a mission-critical role dedicated to the continued integration of a coordinated compliance program serving the needs of a growing organization. The new AVPCP will continue to develop and oversee an enterprise-wide compliance program to support UTSW including, but not limited to UTSW University Hospitals & Clinics (Clements University Hospital and Zale Lipshy University Hospital) and UTSW Faculty Physicians.

The AVPCP will establish him/herself as a visible, approachable individual who is a transparent, proactive and highly effective communicator. The AVPCP will serve as a strategic business partner dedicated to managing and reducing potential risk and exposure to the external regulatory environment. The AVPCP will play a critical role in proactively developing and optimizing relationships throughout the organization, continuing to maintain a culture that actively seeks compliance input to further optimize UTSW's day-to-day operations. This executive position serves as a role model for ethical management behavior and promotes an awareness and understanding of positive ethical principles and compliance with federal and state law in all areas of this premier academic health system.

The AVPCP directs and monitors the implementation and operation of the UTSW compliance program, with specific responsibility to:

  • Maintaining and evolving an effective compliance program covering fraud, waste and abuse prevention (e.g., clinical billing, Stark Law and Anti-kickback Statute), faculty effort reporting, Health Insurance Portability and Accountability Act (HIPAA) privacy and security, Emergency Medical Treatment and Active Labor Act (EMTALA), ethics, professionalism, conflicts of interest and identity theft prevention;

  • Assuring coordination and collaboration with affiliated organizations and other UT compliance programs;

  • Leading UTSW's compliance systems and initiatives, working closely with the UTSW Executive Vice President, Business Affairs, Executive Vice President, Health Systems Affairs, Vice Provost and Dean of Research, Vice President, Legal Affairs and Associate Vice President Internal Affairs;

  • Ensuring effective communication and collaboration between compliance program officers, entity executives and operational stakeholders;

  • Serving as a member of UTSW's senior leadership team.

  • M aintain and evolve a mature UTSW Compliance Program that satisfies federal and state requirements and is subject to periodic evaluations of program effectiveness.

  • Advise the President/EVPs/Dean on the status of material compliance issues at UTSW.

  • Serve as Chief Privacy Officer for UTSW.

  • Provide executive leadership in matters related to the staffing, strategy, philosophy and organizational structure of the UTSW compliance program; determine overall staffing needs in consultation with compliance officers; recruit, hire, mentor and supervise compliance officers and other direct reports.

  • Oversee the strategic planning and management of resources to support the program and establish fiscally responsible budgets.

  • Serve on executive-level committees of UTSW, including the Executive Compliance Committee, and participate in UTSW's strategic planning processes.

  • Collaborate with other UTSW leaders.

  • Ensure development and maintenance of an effective records management program for official compliance documents, including compliance policies.

  • Represent UTSW Compliance in national, state and regional associations.

  • Works closely with the University of Texas Systemwide Compliance Office through the Systemwide Healthcare Compliance program.
